In this case, yes. But that's because they are a monopoly. In a free market, no one can tell you what to do unless you have harmed them or legitimately contracted with them, and this doesn't put you above the law. I don't care where the power is, as long as it is effectively a monopoly on ultimate decision making, it is unethical and needs to be replaced by systems of voluntary institutions.
