May I ask for some guidance on where to start, if I want to play with it?

Install Mutiny Wallet, I guess and, then what?

And, what's exactly in it again? Lower fees? Better privacy?

If I have some sats today in Phoenix wallet on lightning, can I send them to Mutiny without an on-chain fee?

Not yet. Requires a federation invite code and we're using that right now for private testing. Though anyone can spin up a federation and send out invite codes to their federation. We expect that to happen more in the coming weeks and months.
