Ok I’m in-between River and Swan right now and I’m leaning towards River. I’ve heard of direct DCA to cold storage which is cool but I’m learning more about UTXO management and hear there could be an issue in the future if you are storing small amounts at a time. Do you know anything about this?

It depends on the size of your UTXO. I try to make mine a 1M. The reason behind this is if they're too small, in the future it may become to expensive for smaller UTXOs where you can't spend them because the fee would be too high to attempt to move it.
