There is always an abuse of the system. Every form of government has it's parasitic form. It is just a question of how large the dysfunctional version can grow. If you have a lack of government then the dysfunction is 100% since there is no check.
Incorrect. It is 0% since goverment is ALWAYS a corrupting influence. Outside of government, you will have individual bad actors or small groups of bad actors, but the vast majority of the rest will outweigh them even if they get up to some bad stuff.
Government always makes things worse over time. I'd rather build systems that make things better.
