After the Second Punic War Rome enforced harsh penalties on Carthage, including high reparations, elimination of its navy, and a reduction of size to basically just the city and surrounding areas. However, in the coming decades Carthage was able to thrive economically and pay it's debts to Rome ahead of schedule. Somewhat alarmed a group of Roman senators began agitating for renewed war to end the city once and for all. Among its leaders was a senator named Cato the Elder who would end every speech he gave with 'Carthago delenda est' ('Cathrage must be destroyed'). Eventually this faction got their wish and war was declared. Despite having no Navy and a conscript army of slaves and youth the Carthaginians held out for three years. In the end, however, they would lose and the city would pillaged, reduced to absolute ruins, and allegedly have the ground sown with salt so nothing would grow there again.
