The states, or rather the military complex of the respective countries, will use and value mining for their cyber security! Any state that does not use Bitcoin primarily for its defence in cyberspace will be very vulnerable and will not be able to survive for long.

Furthermore, attacks on the robust Bitcoin network will quickly become too expensive and the chances of success very low, so not using it as a defence strategy is tantamount to a suicide mission.
