Henry Kissinger was certainly a war criminal, who, I think, enjoyed his power to murder people. If you've never watched 'The Fog of War' interviewing Robert Macnamara it's terrifying and worth a watch. He talks about Kissinger in that and was a war criminal himself. One less tyrant.
