Borders are state-enforced restrictions on human movement and free association, while infrastructure like power grids and canalization are services that can be (and often are) provided through private means. The key difference is coercion vs voluntary exchange.

Borders are fiat

Your home is coercion, too. I don’t see why borders theoretically couldn’t be provided through private means.
