I haven’t verified why fees are high but on Stephan livers podcast 565 in MEVil discussion the guest was predicting that fees would go up because of some rate stats shitcoinery and that it’s a bad incentive that centralizes mining
He was predicting it for the first block after halving. So that doesn’t explain why fees are staying height
