what are the minimum specs for a nostr relay? I imagine you can just run one on some dirt cheap vps off racknerd or whatever

Any cheap vps should be fine for a small group of users. Db grows fast . If you are mirroring other relays, it will use a lot of cpu

Also, you dont have to worry about storing uploads on nostr. Only text.

You could easily add a nostr relay to your akkoma vps.

It will only contain the posts from nostr clients that connect to that relay. It wont store all the posts from everywhere like fedi software
