It wasn't a bug, but a natural consequence of restricting the miners from using any of their new bitcoin until 100 blocks had passed. This rule continues today, but only had this effect on the first block, since there were none that preceded it.

This is a testament to the fact that Satoshi didn't see himself above anyone else, and subjected himself to all the rules of the protocol that everyone else followed.
