Do any other apps have issues (particular apps that you downloaded from the web rather than the App Store)? I suspect it’s a permissions issue but confirming the OS and if other apps are impacted will help.

The current Chrome is from their website, as I followed their instructions to reinstall.

The google support page notes that antivirus (or indeed a virus) could be a suspect.
