Kharkiv was hit by its deadliest airstrike since the start of the full-scale invasion. Overnight, Russia launched 53 Shahed drones, 4 guided bombs (KABs), and a missile, killing 3 people and injuring 21 others — including a 1.5-month-old baby and a 14-year-old girl. According to Mayor Terekhov, 18 apartment buildings and 13 private homes were damaged in the attack.

You obviously didn't read what I quoted. In that one attack, on one city, 18 different apartment buildings were damaged.
I personally know someone whose apartment windows in Kyiv were blown out in a shahed drone attack the other day. One of their neighbors wasn't so lucky.
Russia is launching huge numbers of shahed drones at apartment buildings. They're trying to murder enough Ukrainians that the economy collapses and they're forced to surrender.

Shahed drones can't take buildings down very easily; shahed drones are almost the only weapon Russia has that they can use again most Ukrainian cities with civilians living there.
Hence why they use them for terror: sending them into individual apartments, one at a time, to try to kill anyone inside.
