Atm bluesky is centralised it goes everything though the entire bluesky server.
But the at protocol is on the run to rollout the server framework that u can create ur own pds server.
Then bluesky will be federated.

If ure part from an chat environment which is federated u can almost take influence to an social graph as server provider or as client dev. For example
