How often are they supposed to happen?

10 mins on average but in practice gaps for an hour or two happen monthly. It's a lot like a lottery. Sometimes no one wins for a while.

Yah hashrate has fallen significantly after a run of higher difficulty adjustments. Next adjustment looking like a possible significant downward one
