I thought that in America the IRS throws people in jail for even making a mistake on their taxes?
probably a high threshold for jail. They will get their money ( even if you settle for pennies on dollar at some point), garnish wages, liens on your property etc
Not paying tax is very inflationary though. The state will make up the difference with printed money
