These were people that had seen God in action. The plagues in Egypt, the parting of the sea and proving cover by day and pillar of fire at night. So this this want simple disbelief, it was rebellion.

Paul says that men suppress the truth in unrighteousness. That's how all people that know or should have known, get to the point where they say, there is no God.
