This behaviour is not what i would expect even from an experimental implementation and is very dangerous

It means the receiver does not have NIP17 relays available. We will add a message, but there is no way to force receivers to setup their DM relays.

but private messages leaked publicly is a potential disater, maybe a fallback or a force-stop would be better.
