It does not, I made the comment because X suggested removing block today and very wide public opinion is that is it necessary. I agree. You obviously can't block on all of nostr, just like they can't remove snuff films and cp. But apps the build on it can choose the user experience. I hope at least one client will offer blocking and removal of some harmful content and that's the one I'll use.
