Not really. Nostr needs to use all of those devices and technologies to run. Unless you have a direct connection with relays using your own cables, I don't see the feasibility. And even if you achieve it, it wouldn't be practical.

Cables for what? Radio relays don’t need cables!

Amateur Radio (ham radio) is a popular hobby and service that brings people, electronics and communication together. People use ham radio to talk across town, around the world, or even into space, all without the Internet or cell phones.

Then now the problem is how to achieve the bandwidth to allow you establishing web sockets and transfer events with an acceptable speed. And how to build everything in the way it would be compatible with WiFi to enter from your phone.

You would run a relay on your phone, basically every device would have a relay.

Ok, the problem is now the energy consumption to run the relay and additionally the power needed to broadcast via radio.
