It wasn't a letter from the President's office, it was a personal letter regarding his personal intent to stand for office or not.
That could going out on a limb technically explain the missing letterhead and seal, even though I cant recall seeing a previously public written letter from a sitting president not having both included. But it does not explain why he is not titled as president of the United States of America in the letter.
The head of government didn't write the letter, Joe Biden did. That's my point. I don't put my job title on my personal comms either.
He was the official sitting 46th US president when he wrote that letter addressing the nation "My fellow Americans" that he will step down from his official re-election campaign for official US president. Without any press-conferance or other official announcements.
This is addressing highly official matters, not private, that effect national security. My point is it should have followed presidential communication protocols, that are in place for highly important reasons, including to make sure the president actully signed off on it. The people deserve proof of compos mentis.
