I had a forced close and see a balance on chain now but can't reopen or send out on chain for some reason. When sending shows 0 on chain

Most of the time it just takes a few days to sweep the funds back. If you open a ticket here with logs, we can take a look: https://github.com/MutinyWallet/mutiny-web/issues
