How do you feel about a UTXO of 1000 sats, ...to a SATSCARD, specifically as kind of a personal collectible.

The amount is generally dust, but could still be spendable in a low fee environment, though most would go to miners. Of course, if you are able to mine it yourself you're fine. The low sat amount is intended to reduce the desire to sweep the funds. The SATSCARD is intended for some degree of durability, and my plan is to frame it with a few paper fiat notes to go up as part of an interactive exhibit on my fiat wall of shame.

Is a 1000 sat UTXO that will likely never be consolidated harmful to the network as a whole considering that if the card is destroyed the sats are stuck forever?

Is it entirely impossible that "Sat/Vbyte" would ever be replaced by "mSat/Vbyte" given that as the value of bitcoin continues to climb against all other assets 1 sat could be the value of a whole meal or something? Is the value "Sat/Vbyte" a float or an integer? If it's a float why not subdivide in the future?
