If proper infrastructure is in place then cars do not make it harder to walk/cycle. The problem is city planning is so poor and inefficient that most neighborhoods tend to be optimised for one or the other, almost never both. And space is a very finite resource when it comes to central big cities so you can never claim the space for both once it's already been built like that, this causes compromises to be made unfortunately.
