Kinda makes sense for crypto spam bots and such, those are useful since I operate relays and wanna know what pubkeys to blacklist.
Otherwise I mute and let them scream into void, ala USENET killfile.
whitelists are lower maintenance, but also lower novelty

I use blacklists specifically because some SJW pantywaist at Shithub has to look at and cope whilst I push to `master`.
