It is surprising that oil companies would not bid for an oil lease without bank financing, they should be properly capitalized, but perhaps financing a drilling project is a self defense against it getting cancelled when a democrat president takes the stage, assuming the banks own the democrats, and cancelling the project in the middle would result in default.
