Why? Technically there is a NIP that sort of allows it, but it’s inefficient and most of relays will block that note 🐶🐾🫡
I was curious, but since a note is simply a JSON, it doesn't really make sense to embed a bitmap or something similar into the content like you said
As a base64 string, sure. Client would need to know how to display it
