How does one go about starting or finding one of these in Washington State?

In Bitcoin, you can just do things:)
Meetup.com used to be the place where to find them but less and less so now. Orange pill app has been a good place to find meetups but has a cost. Luma and event.to are some other plants to look. Flockstr is a Nostr based one, might as well check it too.
not to brag but we have, by far, the most accurate database of bitcoin-only event in the world
In some ways this is concerning. Centralized databases of Bitcoiners can be dangerous.
