The only explanation that makes any sense is that top leadership is compromised by Israeli intelligence (via Epstein) and that’s the reason he was above US law.

But I’m a dummy and welcome other theories.

Another theory that makes increasing sense to me is that this story maybe has a grain of truth, but then everyone dogpiled it into a fantastical fabrication that has no relation to reality (like the QAnon BS)
