What problem would require such a solution?

Like environmental destruction

Depends on the situation. That's mostly a private property issue - activities like mining can get away with environmental destruction because mining companies mostly lease land and mineral rights from a government, and return it when they've finished - thus, they destroy the land and life and the public is left with the bill of cleaning it up.

Full property rights would solve the issue. If they have to find a buyer to unload the asset, they'll be incentivized to treat it well.
