Saw a headline just this morning that 40+ North Koreans had entered South Korea this year alone.

I meant that it's much harder, almost impossible. And if they catch you the consequences must be harsh. But those +40, how much of exit tax did they pay?

They pay people smugglers who often only take women and children so they can sell them as wives or to brothels in China. No "exit tax" they risk paying something worse even if they're not shot on the way out.
