We take the hour and divide it into minutes. This is the first pass at dividing the hour, and we call the collection of these minutiae the "minutes".

Then we take the minute divisions, and divide them again, for a second time. That's why we call them "seconds".

All still arbitrary though. As a metric maximalist I suggest we split the day into 2x10 hours instead of 12 and split the hours into 100 minutes and those into 100 seconds.
