What is it? I'm curious and ignorant of these mempool queue intricacies. Is it an issue with fees, contents or format?
I don't know, the note below suggests it's a version issue, however I wonder if it is to do with centralised template control which is the issue nostr:npub1qtvl2em0llpnnllffhat8zltugwwz97x79gfmxfz4qk52n6zpk3qq87dze are focused on by attempting to decentralise mining pools away from Foundry USA and AntPool.
There is effectively a centralised block template generating authority which is controlled by Bitmain, which OCEAN are trying to stop by giving control back to individual miners.
My knowledge of the complexities of mining and block template generation are too limited at this point for me to comment.
I am gradually learning, however and will one day understand in sufficient detail to give an authoritative answer.
In the mean time, if somebody could explain in detail, it would be much appreciated.

I think it's one of the most serious issues of the Bitcoin network together with the relative lack of truly decentralized incentives to core developers and mantainers
