I think it's way more likely that they will force it onto people (in good old dictatorial fashion) rather than giving people choice to use it or not
They will try for sure but they can not succeed. What they are going to do is arm the violent migrants they shipped in over the last decades, give them free money on their accounts to go against the european population.
