They are not until first relay operator receives a subpoena.
Nostr pretty much is depending where you run your relay. Of course you also don’t have to live where you run it.
Have fun subpoenaing in all approx. 190 jurisdictions around the world… in a lot of territories law enforcement doesn’t care as they have serious crime (murder, etc.) and sheer poverty to deal with. Look at the piratebay… should have been taken down long ago following your line of thought…
