The last point I’ll make on it is that most people have an aversion to dying or getting seriously injured, and because of this, if they want to operate a vehicle on a public road they will naturally be incentivized to learn how to do so without dying or being seriously injured. They will probably also want to learn how to avoid getting fined for violating safety rules, because most people don’t like being fined. There is no internal incentive for me or you to want to get licensed for the sake of being licensed, other than that it is required of us to drive on the roads, and we probably want to avoid being fined or jailed. There is, however, incredible incentive for the government to want to collect a fee from everyone every few years, and have an updated database of your contact info and photo.
