To me this is just a run around rough consensus for a proposal that clearly doesn’t have anything even approaching broad support.

Even setting aside personal bias, a minority miner enforced soft fork effectively creates a “bounty” for the rest of the network to roll back and take coins put into that OP code. I don’t think it would work because the game theory is questionable. There’s no such thing as a free lunch, at some point you need the miners and economic nodes enforcing the rules you want to use. As incredibly frustrating as the soft fork conversation and process is, there’s no easy escape from it.

Just my thoughts.
