I think the cart thing is way worse because queues are like a decently complicated geometry thing that depends on other people. Unless you mean the people who jump the line really really obviously, I was thinking just British vs American queues.
If I feel like it. Usually I dont. 2 wheels over the curb. They pay people for this.
