How are they the same? As I understand it, the scientists would say that humans are causing an increase in carbon which in turn is causing, depending on who you ask, warmer temperatures worldwide to the point where the whole planet will burn up and die, or more variations in weather conditions, causing harm to people and infrastructure. The policy side is about the response.
