question, can a government censor nostr?

not at the domain level, but at protocol level. eg. : censoring any form of nostr events

They could certainly shut down relays.

yes but they cant shut all relays. a censorship in Malaysia for example is not going to operate relays running in the USA.

what I am more concern if it is possible to block all Nostr related access.

I don’t think that would be possible.

Here’s the biggest challenge: space

For whole relays to work they have to save a lot of data. Terabytes worth.

Costs a lot of money to do that and we need hundreds of not thousands of replicators if a doomsday censor scenario plays out.
