NYS is weird in that civil servants can't strike, but some of their titles are relatively rigid in terms of duties and such, so shifting workers becomes a drawn out part of the collective bargaining agreement. Of course, if your union is run by corrupt people that do the bare minimum, the nature of the negotiations may become easier for management...
