Makes sense, the top leaves are the youngest thus they’re likely less fibrous - making them more palatable. Nettle doesn’t grow here well, but lambs quarters does and that is the reason why you only harvest the tops on them. The old leaves are probably just fine for a tea or medicinal purposes.

It grows anywhere the ground is disturbed here.
