What is the difference between the “norm” and the outbox model?

"norm" means that clients connect to all of a user's relays looking for content. "outbox" means clients connect to the relays of people that you're following to look for their content.

I am working on that, but from a relayer point’s of view. I wanna run my own relayer and let it fetch all relevant content for me into my hardware
