Voting & this don't got nothing to do with each other. The only thing that matters is the city wasn't thorough enough before putting them in charge. But this is the result of karma taking action for the deception.
An elected Representative who ISN'T blackmailable would be an intolerable threat to the status quo. Imagine how many more are out there...?
This is why direct democracy is the only democracy.
