Speaking of decoys and misinformation...

There was once a time I tried to tell North Koreans that if they hit California with a nuclear missile, due to all of the pipes and tunnels, pieces of it would break off causing a mega tsunami that would not only cause destruction to Japan and South Korea but would also cause damage to their own country. It will be the equivalent of throwing a ball at a fragile structure that will break away and be destroyed, and having the ball bounce off and smack you right in the face and knock you on your ass... Then you'll be helpless to do anything about the responding nuclear strike.
