There isn’t a public way to see which notes are assigned to which Tier but only subscribers can load the linked files. The file host access control is controlled by the relay.

Several nostr clients automatically rebroadcast events anytime a user interacts with them so we can’t prevent the note from spreading to other relays (without breaking client interoperability). We can, however, control who can access the files.
