I'm sympathetic to both views.

On the one hand, the US uses the IMF and World Bank among other things to extract modern-day tribute from other countries.

On the other hand, Pax Americana is real and just to pick one second-order effect, shipping would not be nearly as cheap without it.

It's an odd system of non-US countries paying for a monopolistic service of peacekeeping. And as inefficient as that may be, it's still way, way, way better than world war.
