Yes, large armed conflicts can only be bankrolled by fractional reserve banking and the debasement of currencies. Rarely do citizens have the desire to go to war.

Look at the Roman Empire, Ottoman Empire, British Empire. They all went downhill once they started spending more than they produced (i.e. coin debasement)
