I think its both - the culture and civilization that has grown with the land it lives in, and whose traditions and practices are in harmony with that land.
Problem is, this defines almost nobody these days, in the western world at least. I think this is a big part of why most of the world seems obviously insane in a general way. We didn't evolve to be able to handle this.
