Would you expect a football player to help the other team get access to the ball? Would you expect a player to block their own team from scoring while helping the other team score?
Business is a competition. Developing software and hardware only to give it to your competitors is ridiculous if winning a competition is your goal.
Companies can and do work together for mutual gain all the time. It's a natural part of business, as no business is an island (not for long, anyway).
But to expect a company to help it's direct competitors with no benefit for itself is insanity.
All interactions should be voluntary. I would love it if Apple made open hardware and software. I'd probably buy it. But they don't and they don't want to.
It's immoral to steal from them simply because other companies can't do what they want Apple to do for them.
